The heads of two building firms have called on Stormont to do more to help the construction industry.
Rhona Quinn of the QMAC group and Ray Hutchinson of Gilbert Ash called for the government to follow through on major infrastructure projects.
They were speaking on BBC Radio Ulster's Inside Business programme.
Mr Hutchinson said: "We're investing huge amounts of money on tendering these projects with no guarantee that they will come to the marketplace."
Ms Quinn said the industry has "had too many false dawns", such as the Police and Fire Training College planned for Desertcreat and the stalled A5 road project.
"We need to have confidence that when these projects are announced, they're going to go ahead," she said.
"If the assembly don't get their act together, we have no choice but to send people away - we spend a lot of money educating young people then we put them on a plane and send them away."
Mr Hutchinson said the current situation was frustrating.
"At least deliver the schemes you've said you're going to deliver, at least spend the money that's been earmarked for capital expenditure," he said.
"What we could do then is plan around that."
