Tax avoidance is threatening "the fabric of society", Labour leader Ed Miliband will tell his party's Welsh conference in Swansea later.
He is expected to say the row over the HSBC bank has crystallised a feeling of "deeply divisive injustice" over the way Britain is run.
The bank is accused of helping wealthy clients avoid or evade tax.
The Welsh Labour leader Carwyn Jones will say language on immigration should be "based on fairness and respect".
The first minister will urge Labour to stop "right-wing, dog-whistling xenophobes" from dominating the debate.
Mr Jones will also tell the conference how Welsh government policy on jobs, housebuilding and tuition fee grants shows what Labour can do in power.
