Up to 370 girls may have been the victims of sexual abuse in Oxfordshire in the last 15 years, a serious case review found.
As many as 373 victims may have been abused, the report said.
The investigation came after seven men were jailed in 2013 for abusing six girls in the city, between 2004 and 2012.
Thames Valley Police and Oxfordshire County Council have been criticised for missing opportunities to act sooner.
